HOPE VI Program Philosophy

  • Revitalize physically distressed public housing sites
  • Transform the lives of its residents
  • Contribute to the improvement of the surrounding neighborhoods
  • Feature a broader unit type mix - public and non-public rental housing units and homeownership units
  • Provide targeted services to residents designed to achieve upward mobility, including potential for homeownership
  • Focus on rebuilding sustainable communities
  • Promote job development and placement partnerships with local employers for residents of the public housing community
  • Introduce private property management practices to the new rental component including strict tenant screening and lease information

Blend new development into surrounding community   Create a sustainable mixed-income community
 
  • New through streets & neighborhood scale blocks
  • Mix of units types & styles with design elements of surrounding neighborhood
  • Preservation of mature trees to promote feel of established neighborhood
  • Community facilities that support interaction between development and neighborhood
  • Large homeownership element -  96 of 346 units (28%)
   
  • Large supportive services effort focused on improving lives of residents to:
  • Ensure successful relocation
  • Meet re-occupancy standards for those who desire to return
  • Increase incomes to become homeowners in new community or elsewhere
  • Employ private sector skills in the development and ongoing operation/ maintenance of rental housing
